Mail Delivery Update to areas hit by Hurricanes

Effective 9/23/2005
Coastal and inland areas of Alabama, Louisiana and Mississippi continue to feel the effects of Hurricane Katrina. As a result, postal and shipping services and operations, including pick-ups, deliveries and retail locations, have been significantly impaired, with shipments being delayed and services possibly suspended in those areas.

In anticipation of expected level four Hurricane Rita, the Postal Service has suspended drop shipments in several areas along the Gulf Coast of Texas.

Louisiana
New Orleans Processing and Distribution Center operations remain suspended until further notice. Retail and delivery services remain suspended for most of New Orleans (701 ZIP Code range — with the exception of 70123 which has partial services available). Retail and delivery services also remain suspended for the following offices and ZIP Codes, primarily to the south and east of New Orleans: Arabi (70032); Braithwaite (70040); Buras (70041); Chalmette (70043); Meraux (70075); Port Sulphur (70083); Saint Bernard, (70085); Venice (70091); Violet (70092); and Grand Isle (70358).

Partial service is available at: Metairie (70001, 70002, 70003, 70005, 70006); Barataria (70036); Belle Chasse (70037); Gretna (70053, 70056); Harvey (70058); Kenner (70062, 70065); La Place (70068); Marrero (70072); Saint Rose (70087); Westwego (70094); Covington (70433, 70435); Slidell (70458, 70460, 70461); Varnado (70467) and Mandeville (70471) and New Orleans (70123).

All other Louisiana offices are unaffected or have returned to full service.

Mississippi
Partial services are available at the following Mississippi offices: Gulfport (39501, 39507); Bay St. Louis (39520); Stennis Space Center (39529); Biloxi (39530); Gautier (39553); Kiln (39556); Pascagoula (39567); Pass Christian (39571); Pearlington (39572) and Waveland (39576).

All other Mississippi offices are unaffected or have returned to full service.

Alabama
Partial services are available at the following Alabama offices: Bayou La Batre (36509); Dauphin Island (36528); Mobile (ZIP Codes 36602, 36604, 36605, 36606, 36607, 36608, 36609, 36610, 36611, 36615, 36617, 36618, 36619, 36693 and 36695) and Eight Mile (36613).

All other Alabama offices are unaffected or have returned to full service.

Texas
As of Thursday morning 9/22/05, delivery service in the following 3-digit Texas ZIP Code ranges are suspended: 773, 774, 775, 779, 783, 784 and 785.

POSTAL & SHIPPING SERVICES

U.S. Post Office
Effective immediately, the Postal Service is not accepting any Standard Mail (Letters and Flats) and Periodicals Mail — from any source — addressed for delivery within the following three-digit ZIP Code ranges: 395, 700, and 701. They are now formulating plans to address the handling of Standard and Periodicals Mail already in the mailstream and addressed for delivery to these eight ZIP Code areas, and will update this information as circumstances warrant at www.usps.com.

Due to significant network disruption and catastrophic damage caused by Hurricane Katrina, the sale of Express Mail to the following ZIP Codes remains suspended: 700 – 701 and 704. In addition, Express Mail sold between Aug. 26 and Aug. 29 to these ZIP Codes are ineligible for refunds due to Domestic Mail Classification Schedule section 182.51(h), which allows the Postal Service to deny refunds for Express Mail delayed by an “act of God.”

The Postal Service will notify customers when the service suspension is lifted.

UPS
UPS service is now available in all ZIP Codes in Mississippi and Alabama, though some delays may persist due to the degree of damage sustained and recovery work going on throughout the region. Scheduled pickup, delivery and On-Call Pickup may be delayed.

UPS also resumed service to parts of New Orleans' Central Business District and sections of the French Quarter.
Outside New Orleans, UPS now has reopened 21 of its 22 affected buildings in the region and restored delivery service to every ZIP code in Mississippi and Alabama.
Packages in the UPS system that are destined for the affected areas will be returned to the shipper.

If you have critically important packages that must reach recipients in these ZIP Codes, you can now use UPS Hold For Pickup service to send critical air shipments. See "Sending Critical Air Shipments" on their website www.ups.com for instructions. You must confirm that the recipient is expecting the package, has given you a current telephone number and e-mail address so they cab be notified when the packaged can be picked up the package at the Metairie facility between 10 am and 5 pm CST, Monday through Friday. Address your package to:

In preparation for Hurricane Rita making landfall, areas of coastal Texas and Louisiana are under mandatory evacuation orders.

UPS services, including scheduled Pickup, Delivery, and On-Call Pickup Services are delayed, limited, or in some cases suspended in the affected areas. Scheduled hours at UPS Customer Centers have also been impacted in the affected areas.

Service has been temporarily suspended in these ZIP Codes:

Texas
77001 - 77799; 77901 - 77995; 78330 - 78343; 78347 - 78359,
78362 - 78368; 78370; 78372 - 78393; 78401 - 78480; 75901 -75999; 77801 - 77899

Louisiana
70301 - 70310; 70340; 70342 - 70345; 70352 - 70381; 70392;
70394 - 70397; 70501 - 70598; 70601 - 70669

In accordance with UPS Terms and Conditions, service guarantees will not apply where storm and flood damage continue to disrupt transportation networks.

FedEx
FedEx services and operations, including pick-ups, deliveries and retail locations, have been significantly impaired, with shipments being delayed and services possibly suspended in those areas.

Due to Hurricane Rita, there will be no FedEx Express pickup or delivery service in the following cities between September 22 – September 24. Lake Charles, LA, and in Texas: Angleton, Beaumont, College Station, Conroe, Corpus Christi, Houston, & Victoria. Shipments already in transit will be secured in a FedEx facility until it is safe to enter the affected areas.

FedEx is now offering Hold at Location service to New Orleans. Shippers should use FedEx Air Waybills and mark Hold At Location to the following address:

Customers may pickup or drop off shipments at the above FedEx Station’s address Monday – Saturday, 9am – 5pm

*On September 26, 2005, FedEx automation devices will be loaded to allow Hold at Location shipping to this location.

Please check the www.fedex.com website for detailed information regarding service in the gulf region. Revised information will be posted as it becomes available.

Consistent with the provisions of the FedEx Service Guide, the FedEx money-back guarantees are not in effect for shipments in the affected areas at this time.

DHL
DHL is pleased to announce that effective Monday, September 19, 2005 the following DHL service centers are reestablishing business.
· MSY in New Orleans
· NEW in New Orleans with limited pickup and delivery areas
· Covington, LA
· Gulfport, Mississippi

Due to Hurricane Rita, the following service centers are currently closed effective Thursday, Sept. 22:

Houston & Victoria, TX

The following service centers will be closed effective 3:00 p.m. EST time on Thursday, Sept. 22:

Beaumont, College Station, Houston, Lake Charles, LA &
Lufkin, TX

They anticipate that these service centers will reopen on Monday, September 26 at the earliest.

In accordance with the DHL Terms and Conditions, service guarantees will not apply to the affected service areas at this time.
